This is Morena (Marzanna), Baltic and Slavic goddess of death (and possibly winter).
Even though The Spartan Adventures is a comedy it still takes place in the Star Trek universe, specifically the Animated Series universe. Morena is the sort-of antagonist of the serious side-story occurring at the same time as the Spartan's antics. It is not that she is evil so much as mortals are literally beneath her notice, like ants.
This side-story flushes out the back-story of the Slavers race. The idea is that the Slavers conquer the galaxy and then have a war with the Q, thus destroying all life in the galaxy.
Morena is one of the machine-gods created by the Slavers and the races that they mind-controlled. Things go bad when the Slavers finally realize that their ultimate machine-god weapons are beyond their mind-control, they panic, the Q panic and everybody pays.
With her "bridge", her trans-dimensional component (it looks like a heart-sized burgundy tinted crystal ball), she is essentially stronger than a Q, not as flashy though and has some three dimensional limitations. She just says "Begone." and blasts her target.
Morena is awakened from her sleep in a black hole when some archeologists open a stasis box that has her "bridge", even without the bridge she can fly through space at trans-warp speed and blast small moons. She makes a big crater when she arrives on the planet and actually buffets the Spartan.
While she appears to to be an antagonist the actual villain is a man known as Harman Green (never drew a satisfactory picture of him). He lacks the power of Morena or the Q but makes up for it in devious plans, even his "failures" usually accomplish his goals. Harman appears as a human but is an artificial life form related to the Slavers whom has been manipulating the happenings in the galaxy for eons for unknown goals (Praxis, Doomsday Machine, etc). Morena's power could mess up those plans up, but he still wants to have some fun with his old compatriot (he is a reasonable guy for the most part but takes great pleasure in manipulating others). He immediately sends two Doomsday Machines after her and the Spartan, and not the stiff, slow, knock-off ones that attacked the Enterprise, these are fast and snake-like. While Morena is momentairaly distracted he steals her "bridge" and continues his nefarious plots. Ones which Kirk and later Picard wind up giving him trouble with.
Even without her "bridge" Morena is still powerful enough to give even a Q pause. Lacking that component she quickly travels the galaxy finding the stasis boxes and checking each of them for components or allies, literally ignoring any previous owners or dangers. Even encounters Kirk and the original Enterprise. Eventually she finishes and finally shows the first hint of emotion in the form of a planet shattering cry of loneliness (yes, Spock can feel it from across the galaxy). I never really decided where to taker her story from there, does she seek Harman and her "bridge"? Does she befrend the crew of the spartan? I don't know (though she would show up later in the Star Trek universe).
