Add Thai (th-TH) locale support.

🤔 Expected Behavior?

The i18n provider should support the Thai language.

Thai is not supported

💁 Possible Solution

Based on this discussion, locales are handled by Adobe's globalization team. From what I can tell, Adobe does support Thai for its products so I think this is a valid locale request for the globalization team. However, we would be happy to submit a PR with these translations if necessary.

🔦 Context

Our company supports th-TH. We would like react-aria to support th-TH directly so that we don't need inject a workaround.
