[Request]: Add github bot that checks if issue uses a third party/outdated package

There are a lot of people who use an outdated or third party bottles package, which may have issue (like the outdated aur package) and open an issue here when they encounter any issue (even if it's an issue with the package itself).

Describe the solution you'd like

Maybe a github bot that checks if the user is using a package that's not the snap or flatpak and then automatically tell the user to first try an official bottles package and see if the issue persists.
The bot could also be expanded to check for duplicate issues or tell people to send the health check if there is no health check attached.
