chore: identify any problematic E2E tests that we could convert to integration tests

Some E2E tests are slow and flakey. We should look at the worst ones and consider what value they add and whether we could get the same level of confidence from running them as integration tests.

This is not really an actionable issue since there will always be the potential for new flakes to arrive.
