You will find it when your workflow has any missing custom nodes. Currently, it can be found by clicking the "Open Manager" button.

I've had a few instances where it has self-opened without the missing nodes popup. Every time is when ComfyUI was sitting with a workflow already loaded and its just opened on its own while typing in to a text input (like of a standard conditioning node).

Hasn't happened enough or consistently to narrow down a cause, literally about 3 times since it was added.
