Feat: In workspaces with a fullscreen app, all other windows should be floating & always on top of them

Description

The issue with the current way it works is that when you open a window on a workspace with another full-screen window, it gets hidden behind with no way to make it appear onto the front. Also, making the windows floating and not having them tile on top of the full-screen window wouldn't defeat the whole purpose of full screening a window as the whole purpose is to always preserve the visibility of some or all the content of the window on that screen/ workspace.
