In the section Permissions for each role the repository actions, Create, update, and delete GitHub Actions secrets on GitHub.com, and Create, update, and delete GitHub Actions variables on GitHub.com are now available for the Write role.
Additional information
Users with the Write role have always had the ability to do this via the REST API. A recent update to the UI has brought this feature into parity.
