  1. Add a WIP (old, not yet working) check that IDs in files are unique. 

    I'll get back to finish this off at some point, just getting it off
my local machine.

  2. Add a similar WIP for ensuring tests don't use the 'magic' base URI. 

    This base URI is meant to have specific remote ref behavior.

It shouldn't be used in tests doing something other than remote ref.
