This issue is in Andreas' Meson task list. Helping him out with getting this one over the hump.

Merged. I will submit a patch to the mailing list making use of this feature if the Meson version is high enough when Meson 1.2.0 releases.

Will not be submitting a patch. There are a few more intricacies in the Postgres build than I previously thought. More discussion is happening in mesonbuild/meson#12014.
