I am finding that timers have up to a 16ms delay - On Windows.

On Windows, the output can be anywhere from the expected 1ms to 16ms. I find this true in all node versions I tested (v16-20).

However, it differs on Ubuntu or Chrome on Windows - you get closer to the expected results each time.

It does not matter if you use promise syntax sugar or traditional setTimeout/Interval globals.

Does anyone have any idea why this would be?
