This works depends on #543.

The goal is to support compilation on Windows using MSVC, with C++20 mode enabled:

• Adjust CMake
• Adjust CircleCI to compile on Windows
• Create slim wrappers where needed

Based on this feature chart at least VS 2019 16.8 is needed.
