BCMath Library for JavaScript Code

Bug fix #3573921: Added code to normalize the scale on numbers in add/sub to fix bug report.

recompile and add php/js DecimalNumber object for using the bcmath library more efficiently in an OO interface.

v0.10 - Add compress script (using YUI Compressor 2.4.2) and re-build the min files.

Multiply (bcmul) now works fine

Fix bcdiv! works fine now. Also added benchmark and started optimizing code a bit.

add compressed alpha version

fix div code, still fails some unit-test, not sure why. Seems to be a logic error in ported code, fails x/x and return 1.99 instead of 1.00 (added logic to return 1.00 when n1 and n2 are the same anyway, shouldn't need to though)

add testing, complete add/sub functions

add/subtract working, but result is incorrect
