Build XML modified to create the Distributions.

+LibRXTX new files added and tested for Windows 10 x64, Raspbian Stretch (linux armhf), OpeSUSE 49.1 x64, Linux Ubuntu 16.04 LTS x64 and MAC OSX 10.10.5 x64
