A *very* rough start to the swift management tools with all of the parts in place in rough form. The Helper tool installs. The Service embeds and loads. The Pref Panel builds and installs.

Nothing has any meat behind the bones yet. Getting these parts assembled into something to build from was the only purpose behind this initial commit.

Next steps center around building function, with an emphasis on the Management Tool itself since much of it's function will be replicated via a thin UI veneer in the preference pane ( which is FAR more difficult to debug ).

Renamed the Work in Progress Obj C project with the new Swift based project. This is the beginning of a long road.
