I just uploaded the win32 binary version of the August2007 RDKit release:

This binary requires python2.5 and either Windows XP or Windows 2000. It might work under Windows Vista, but I haven't tried that at all.

I've prepared a tutorial overview to help one get started using the RDKit from Python. This is available in PDF form on the project downloads page and in source (or PDF) form in SVN.
