The icons are used for the VMU savegames, which can only handle 16 colors (and 32x32 pixels).
However, I suppose it would be possible to extract separate images for the savegames and for the menu, if the icon file contains multiple images... I'm kind of wondering if it's really worth the effort though, since they are displayed so briefly.

Sorry, I didn't realize the VMU thing. I was thinking more for the menu as many games only had default icons larger than the supported 32x32, and to allow a little bit better quality on the ones created manually by the user.
