Refactored functions out of Evaluator and into their own package

Pruned long-past attempt at major refactoring, which had become dead code. Its in the pre-rationalise if we ever want to go back and look at it.

Extracted an inner class, trying to reduce the size of RuleEvaluator, which is enormous
