TAP -- The Aqua Project readme

1- Introduction
By its early days in 2015, The Aqua Project [1] [2] presented itself
merely as an idea and a PoC, using plain PHP and shell scripting.
Majority of documentation is permeating the code.
If so, "important" directories are:
* /doc/
some documentation;
* /shell_scripts/
shelters what we may call the cloud commands; and
* /tap-web/
shelters the PHP scripts.
