Support for hissing ships became strangely unpredictable
in 3.62a - VPA sometimes (but not always) ignores
hissing ships in orbit. I haven't (yet) managed to pin
down a cause for when it does or does not register
them, but hissing behaviour was fine in 3.62

    Ah, nevermind... it was me being ignorant again :)
    A quick trip to Donovan's help pages solved the problem:
    "As can be deducted from the Host order, happiness increase
    due to hissing happens *before* the normal happiness change
    is computed, so before the effects of the taxlevel and other
    factors are implemented. Happiness can never exceed 100
    points."
    My problem was hissing a 100% happy planet with high taxes
    had no apparent effect (happiness dropped same as if no
    hissing was happening) because hissing happens before the
    tax takes the happiness down again, but is limited to 100%
    happy.

    So this is a bogus bug, but maybe it could be added to the
    Shift-F11 "common mistakes" list? Maybe flag planets where
    ships are hissing , but not all the hiss effect can be used
    because the planet's already too happy, but taxes are high
    enough to make happiness drop.

    Okay, so VPA is right concerning the predictions.

    Making it a "common mistake" is harder than it sounds: say,
    I have a planet at happy-80 and 6 hissers (+5 each). This
    should be detected as a problem. Okay, so you'd set two of
    the hissers to a different mission. But if you tax your
    natives to -30, you'd need the 6 hissers next turn.
    Therefore, next turn, it would be an equal mistake *not* to
    make them Hissing. So to avoid forgetting that, why not set
    them to hisss right now?

    I think that's something where VPA had to read your mind to
    guess your intention :-)

    I still say that simply putting "more hissing ships than can be
    used" as a common mistakes message would be simple and
    useful. I believe the idea of that list is to flag things that
    *might* be a mistake, so I can look at them closely. If I turn
    up the taxes and remove hissers that's my problem - I should
    figure out if I need more hissers or lower tax rate, there's
    nothing VPA should need to do about that type of situation.

    I think you are right.

    The main problem is that users currently have no way to
    select which errors they want to see and which not. For
    example, for me it is an error when a ship ends its turn
    with a waypoint.

    I moved this to 'feature requests', because that's what it
    is now.
