#69 check for fuel
It sometimes happens that one sets the course of a ship
to another planet without putting enough fuel on it. In
many cases, this may be done consciously, but sometimes
I do this unintentionally.
It would be nice, if VPA could show me a list of all
ships probably running out of fuel at the end of the
turn when I am trying to leave VPA (this should be
triggerable in VPA.INI).
