This is getting ridiculous. We're almost at the three year mark since this was commissioned, and there's no update on part 2 anywhere. No WIP except a quite old one on her Twitter, no message from Rhari or anyone, no nothing. Can someone tell us what's going on with the second part?
Actually, Rhari, the artist, didn't bolt with the money. There are still sporadic updates if you check her FA account and her Twitter. She is just awfully slow with this thing. I think she bit more than she could chew, and more or less lost interest in this major project, so work is insanely slow.
As for commissioning in general, you'll find that very little artists will do it. Mostly because it is bad to do, and it would also hurts their reputation in the fandom. And furries can be a quite persistent lot when it comes to witch-hunting. There is the Artists_Beware community on LiveJournal that has a long list of artists that pulled bad stunts on customers, though it seems being put there tends to often have the situation get resolved quickly in one way or another. And there is also the fact that an artist pulling such a stunt will get hunted down by the angry mob of furries and get shamed everywhere on the furry side of the net. Most people would want to avoid that! :p
Plus, honestly, in all the years I've commissioned people on FA, I've had only one person pull that stunt on me, and I have more than 100 pictures of my character, I think... Haven't counted! lol So, don't worry too much about it.
You just need to follow some simple rules: first of all, if the offer seems to good to be true, it probably is. A full-shaded pictrue with several characters for 10$ is probably a scam. Second, check the artist's gallery, look at how many pictures they have in there, when they were posted, the comments of the people, especially the commissioners. It will tell you if they've been doing this for a while or not, which is already an indication of their trustiness. Then look if they are on Artists_Beware or not. And try looking around FA or other galleries for repost of their pictures and comments made. That should help you determine whether you're risking being scammed or not.
But, as I said, the vats majority of the artists are thrustworthy. After all, that is their living money here, they don't want to jeopardize it.

Sadly it never got completed. The artist asked anyone who was in the second part to contact them for a refund for their slot.

Prior it was up to the artist to handle getting money sent and thus tracking who paid and who had sent ref. Going forward, I handle all the monetary issues so that the artist just gets the one payment. Refs and character info is combined into one document and sent to the artist to allow for easier tracking. Two part pictures or multi pictures are no longer a thing. A commission will be just one single image and artists are picked based on prior experience with large mutli character projects they have done in the past.
