I don't have photoshop, but I know every image editor has a rotation feature.
I think the meta-data from the camera is trying to insist it stay oriented as it was taken.
Open it in an editor. (Any Editor) Rotate the image (it should be either a tool or an option in a drop down menu) and 'save-as'. Use the new file as the upload.
In some cases, even the image viewer on your computer (what you are viewing it through when you simply click on the file icon) has a basic image rotator built in, ("Rotate 90°", etc) and those will sometimes permanently change the meta data to keep it that way on their own without needing to use anything more complex, like photoshop, etc. ... sometimes.
