Neoxe is a member of the dying alien race known as Neonians. They're celestial beings capable of manipulating a planet's elements. Their base power is Neon energy, but upon arriving on Earth, Neoxe is able to wield the planet's elements like an Avatar of sorts. His ponytail acts as a third arm. Neoxe is capable of learning a new language within seconds by just speeding through a dictionary. His color changes depending on the element he wields; example: Purple for Neon, Red for Fire, Blue for Water, Brown for Earth, Teal for Air and so on. Neoxe is the second-in-command within Ultima's Bounty Hunting team.
