You assume just one in there? There are certain economies of scale that closely mirror the existing arrangement of sharing a flat. Have a few EMs in there and they can share redundant power systems, cooling and connectivity, plus non-critical resources can be reallocated as required. Though it might be a bit awkward telling your rack-mate to think slower for a while so you can make your assignment deadline.
