It's pretty common for Voros to vore (or "vour" as they call it) one another as well as about any other creature they can. But in the Voromanti Organization of Magic Enforcement, it is strictly forbidden for one agent to vour another and digest them, and this fox here seems to have "forgotten" this rule. T head of VOME, a dragoness named Kosmimia can be quite ruthless when it comes to the rules being enforced.
