If you're talkin the wheels, its not really wheels. Just design elements to make you know that these pokemon are good methods of transport. Design wise of course. In universe these are other body parts. The back one is a tail thats rolled up, and the front one is an inflated air thing for helping to regulate breathing. I think. I've not looked at the front one all too hard tbh, usually I'm staring at its butt as we're riding around the place. Though it does pretty much get used to help him yell while in combat. So its at the very least used to put pressure on the throat lol
