The Great Council of Harrenhal was one of the most Important moments in the History of Westeros.

Jaehaerys Targaryen First of his Name was by far the Oldest King to ever rule Westeros. Jaehaerys reigned for 60 long Years, but towards the end of his Life, he gathered all the Lords of Westeros to Harrenhal to decide who would succeed him.

With his Sister-Wife Alysanne Targaryen, Jaehaerys produced plenty of Children but many of them died including his Heirs. Aemon was killed by a Crossbow Bolt to the Throat and Baelon Died of a Burst Belly.

At the Great Council, 14 Succession Claims were announced. Three were the Bastards of Princess Saena Targaryen. One claimed to be the Bastard of Prince Gaemon. Another Claimed to be the Son of Maegor the Cruel, though he was dismissed since he had no physical proof. Another claimed to be the Kings Natural Son and there were three unknown claims.

The Five remaining candidates were The Kings Son, Archmaester Vaegon, but he turned down his claim given his Vows to the Citadel. Then there were King Jaehaerys’s Grandchildren and Great-Grandchildren.

Then there was Princess Rhaenys Targaryen. Daughter to Aemon, Rider of Meleys, Wife to Coryls Velaryon and Mother to Laena and Laenor. Her claim and her Daughter Laenas claims were dismissed on the account that they were Women. Laenor still had had a strong claim since he was Male, a Dragon Rider and had Pure Valyrian Blood Running through his Veins.

Finally, there was Prince Viserys Targaryen, Eldest Grandson to King Jaehaerys and firstborn son to Baelon and Alyssa Targaryen. Viserys was of Pure Valyrian Blood and the Last Targaryen to Ride Balerion the Black Dread. He was also married to his Cousin Aemma Arryn.

When it came down to final Vote, the Lords of Westeros Chose Prince Viserys Targaryen as the Next Lord of the Seven Kingdoms. King Jaehaerys was known as The Wise and his Epithet stuck when he called the Great Council. Many say it was indeed a Wise Move on his Part. By calling a Great Council, King Jaehaeys was able to avert a war from being fought over his Succession.

But when King Viserys named his Daughter Rhaenyra as his Heir, it started a Chain of Events that lead to the Dance of Dragons. Which Brought about the beginning of the End for House Targaryen.
