My own take on William Birkin, so his story's a bit different from Resident Evil lore in places.
As in the original lore, William was a child prodigy who earned a doctorate and was employed by an international pharmaceutical company as a teenager, however unlike with Resident Evil, this company was legit and wasn't secretly creating dangerous viruses and bioweapons.
William had been working on his G-Serum project for literally half of his life, trying to create a serum that would evolve people into superior beings. While promising, the slow progress and many setbacks the project has faced has resulted in several funding issues and increasing tension between William and the company.
Displeased with his attitude and ego, the company has informed William that they'll be seizing his research and removing him from the company, which the scientist had not taken well.
Excessively proud and possessive of his work, William worked himself ragged in an attempt to complete his serum and test it on himself to prove his work.
