A simple question with a complex answer. Girafarig has two brains. The brain on the tail is normally incapable of independent thinking and relies on outside stimulus (sound and smell) to guide its actions. Specifically, the tail head is "too small" for thinking, and doesn't need to sleep.
The human brain is essentially also two in one connected by the corpus callosum. The left brain hemisphere is thought to hold language, speech, and logic and controls one half of the body. The right brain is thought to hold spatial awareness, creativity, context / metaphors (your humor), emotions, and controls the other half of your body. Together, these create "you."
In a sense, here, the other head would likely contain the other half of your brain functions and is still you, though here, would probably control the "up" half of the body. It would likely have been "reversed" in this scenario where in a Girafarig, normally, the "right-side" of the brain would be in the tail and the "left-side" of the brain would be the right.
As such, with this reversal, the former human's brains are swapped, making me think here the logical left brain is now held in the tail brain and the emotional right brain is now held in the head brain.
Depending on the biology of Girafarig, if there's no corpus callosum to allow the two brains to communicate, they are now separated, but both come together to still make you, you, but now working in tandem than together / simultaneously.
Feel free to look into studies where people's corpus callosum were severed to control seizures and these people's two brain halves working in tandem and not really realizing any incongruity!
