They're a space explorer who's trying to map all of the known universe.
Not much is known about them and they dodge any questions asked about their origin & purpose. Some theorize that Cosmo is some sort of entity who's purpose is to chronicle the universe as it changes and grows, watching over it so that one day they might report their findings to the creators of this beautiful world.
There is also the possibility that they're just some guy who signed an NDA, so who's to say.
