Cuz its a fan-favorite across multiple countries. I'm not personally a fan of Lucario myself but it doesnt bother me to let others enjoy it. Pokemon has something for everyone

I mean, for example, we have 8 spider-like Pokemons (I love spiders, I have a tarantula pet at home). None of them got Mega while unpopular pokemons like Audino or a catepilar-like one from Gen 8 did.
