It will be good to have excel based option to add bulk users. This is useful when we are setting up entirety new jtrac. "Import From Excel " is currently supporting ticket migration alone.
Realistically, feature work on this project has stopped. So I'd suggest to do a direct database import yourself; the User table is not that big, so it shouldn't be hard to create SQL insert statements that accomplish this.
