Commit [r30] Maximize Restore History

- Add Version to settings for automatic upgrade

- Add default config to installer
- Add Debug_Portable and Release_Portable build config
- Add PortableSettingsProvider.cs to store settings in same folder as .exe
- Set initial folder to .exe location in portable build
