Fixed warnings about imploding an empty variable

Refactored Mitchell Amihod's class for parsing headers and made it a utility module. It's not actually used by any other parts of the code yet because the beacon action really shouldn't be incurring the extra overhead of cutting up the headers. Still, this class could become a good place for placing other parsing methods.

Excluding index.php should be off by default

Allow for people running PHP as a CGI
