Requirements

The minimum requirements to run FUDforum 3.2.0 is: * PHP 7.4 or higher (PHP 8 recommended). * MySQL/MariaDB 5.7 (or higher) or one of the other supported databases like SQLite, PgSQL, Oracle, etc.

Update the code to use utf8mb4 character set.

Updated jQuery UI from v1.13.2 to v1.14.1.
Updated FPDF from 1.85 to 1.86.
Fixed numerous PHP 8.x errors and warnings.
