They're just a treat for him, he still eats normal food like everyone else, in bigger quantities ofc, and sometimes food is not enough to satisfy him. Although its not exactly in his favour to eat humans daily, he's a king after all, status is important if you're a giant ruling over a human city.
He wont do it out malice or to scare people into respecting him, hes not that kind of guy. (He might joke about it tho, just to mess with you) But it sends a chill down castle servants spines when they see him loom over them sometimes.
