Pardon the highly unorthodox question but tldr you are literally by process of exclusion the most qualified party I could fathom.
How does one exactly drawing victorian hair, I'll let the edwardian pomps slide for now, not touching them even with a pole, but what blocks to even draw any anything of that kind is that the hair is just so...angle dependant? Changes much depending on the angle and I'm so lost about it.
Literally main block behind me drawing any charas of mine decently, a bit of a situation.

Basically, what you have to do is to study a lot of references (from the same time period, so the chances of the hairdo being wrong and inaccurate get lower), so that you know how the hair is going to act when the perspective changes.
Then, you have to divide the hairdo into simple blocks: the hair is already parted (otherwise, you can’t do your hair). When the perspective of your drawing changes, use the blocks as a model. They are easier to move and draw.
When you get the perspective right, you can draw the hair inside the blocks!
