Looking for a good drawing Tablet

General
Hello everyone, a friend of mine is looking out for a good drawing tablet.
He's not exactly a furry but I figured there were many people here who had experience with various different brand and various different budget.
So first thing first.
What is the budget for the Tablet?
- Around $600-$1200
Requirements
- Must feel like drawing on paper, (Good amount of friction)
- Good quality screen with minimum delays
- Easy and simple to use ( Idiot proof )
- Easy to transport
- If possible no PC required (optional)
--> Good battery life
He works as a security guard and often have lots of down time.
So he need something he can use at work and move around with between shifts.
he doesn't necessarily have access to a PC at all time, hence if possible no PC needed to draw (saving the drawings on a SD card or something)
Thank you!

With tall of that, i'd suggest the Surface Pro 7. You don't need to go high end, and the pen tip can be exchanged to one that gives good friction. I love mine. Super easy to transport and needs no computer to run as it is effectively a laptop/tablet.

Wacom cintiq 16. Not the pro version. It's 16 inches diameter but not super portable. If you want something more portable maybe try for the iPad second hand.
I would recommend any of the Artisul screens or XP-Pen Artist screens, unless you want a standalone system, then a Surface or Wacom Mobile Studio.
