Man, this is really screwed. o___o
No idea what to do here, except for dump your preference file, or search to see if there are any driver updates that need to be done.
If all else fails, you could reinstall photoshop.. I know you really hate to do that, but it's better than having nothing to work with. I use CS6, and I have never come across this problem otherwise I might be able to help you better.

Ugh, when you re-installed, it was still all fucked up? Do you think it could be your graphics card accelerator?
If there are any product updates for the version of photoshop you have, you should be able to find them here.

Look for your version of photoshop, download it, and then once it's finished you can insstall the update. Try it, and if that doesn't work, try updating your graphics card driver.
Importantly, did you have one of those 'windows update' things recently, where it takes forever to shut down and is like 'Installing update 3 of 21 please do not shut off your computer'? That always fucks up my tablet driver when it happens.

here are my color settings, and how to find them. Except, where it says 'fewer options' will be 'more options' instead. You need to click that to get to the dithering.

Damn it! D:< What could it be? I blame windows 8 for a lot of problems. My friend has it though, and photoshop. I'll ask her if she's ever had this problem.

what i do (the easy way) : preferably make a new layer. right click your paint bucket tool icon. it should open a little box with gradient tool and paint bucket tool. Press gradient tool.
now your cursor should look like a little cross. Now heres the important part - you can make a line with the cross to your image. the further apart the starting point and the ending point are from each other, the smoother the gradient will be. if you only draw a short line, the other side will have color 1 and other color 2 with only a little color change between them. You can choose the direction you want the gradient to go by the drawing direction.
You can chooose different colors by the gradient in the upper left corner. Next to it should be other types of gradients - a circle one, a diamond one, etc. I am lazy and if the gradient doesnt go the way I want, i just undo it and try again.

See, the issue is that the gradients and shading were NOT acting this way before! I've literally used photoshop and other photoediting programmes for at least a good decade and never have I seen this issue!
