Actually harness with pouches are catching on. The collie is even wearing one. Lionel has always had one. My girl scout taurs also have fanny packs. The belt keeps the shirt or blouse in place while the front pack provides a place to put things since they don't have pant pockets.

Doesn't say where to wear them.
I suppose one could tie them around their neck like a denim scarf, or put them on their head. Or maybe tie them around their midsection. :)
