In the movie hes an emotional garbage dump. "Im sad bacause im really from like 1000 years ago and ive been trapped in this UNEXPLAINED crystal pokeball on the end of a stick that ash held and im really depressed that my old masters dead and I really hate human beings because theyre all doucebags but then im happy cause ash is an overcaring maget and im all pissy because Im an emotional trainwreck that shoots UNEXPLAINED psyballs out of my hands and I can talk WHICH ALSO IS UNEXPLAINED" Like seriously, only legendary pokemon are allowed to talk, even though talking pokemon at all is awkward. And they had this strange habit of throwing unneeded pokemon into the movie. Like those 3 rock things that do NOTHING and end up getting their asses handed to them because Lucario is overpowered AND is apparently from Dragonball Z because he can shoot SPIRIT BALLS OUT OF HIS HANDS WHENEVER HE WANTS.

All that stuff was explained, including why he could shoot crap from his hands, and why those three "usless rock things that do nothing" were there. Yes, the movie was a bit emo.
Lucario isn't the only non-legendary that can talk (Through telepathy--when he used his voice he just made a "R-r-r-r-r" sound) Team Rocket's Meowth can talk, and ghost pokemon frequently talk--again usually through telepathy.) Actually.. I can only think of Mewtwo talking, as far as legendaries, but I haven't watched the movies, either. None of them talked in the games, just the anime--which is based on the games.
