The Town of AutumnHills' own spree killer, Norton Simmes was once the son of a butcher at the end of the 19th Century.
His father, a rough and violent man, who had to struggle and fight all his life to survive never understood or accepted his sons sensitive, artistic nature. He wasn't going to let his sun be some Nancy boy performer. He was convinced that society eat such people alive without mercy. He made his son's life a living hell. Beatings for little to no reason, punishments for even less reasons and other such cruelties filled Norton's daily life.
In the end, Norton snapped. Broken and twisted beyond repair, he killed his own father with the meat cleaver the old man used in his work. Their home town quickly caught wind of this. Norton wasn't exactly good at keeping his grave deed a secret. He didn't really care anymore. They caught him and lynched him, throwing a bag over his head and hanging him on the nearest street lamp post.
1985.
AutumnHills had suffered a great fire in one of it's more industrial regions. Several large blocks of warehouses, silos and refineries had to be walled off after the fire had been dealt with. Homeless squatters, addicts and such moved into the abandoned ruins. For months they were left undisturbed. For the first time in a long time they had some assemblance of a roof over their heads. But then, they newly elected mayor has made his renovation plans of the industrial zone known to the public. One of the far gone (in the head) vagrants was furious. They were gonna take his new home away. So he opted not to complain, or ask for help. No, nothing rational like that.
One night he sat in front of a broken mirror and said the name 'Norton Simmes' five times. The air grew cold and stuffy as the man himself Norton Simmes was pulled from the grave right in front of the old squatter. The old man wasted no time. He ordered Norton to protect the burned district from everyone and anyone. Too bad he wasn't specific enough. Norton, still holding his father's cleaver, got to work. He slaughtered the homeless and made his new base of operations there in the burned district. His new domain.
Now, fueled by the unholy force, Nortone, better known as 'The Figure', possesses unnatural strength and invulnerability, with the added bonus of Blinking (literally unspawning from reality itself for a short time, changing his places at great speed and returning to solid matter once in position), much like his fellow 'Masked'. However, in a rare case, he retained his intellect and cunning. In fact, he prefers to use his brains to prey upon his victims and his uses his physical capabilities as a last resort or when he's just to grumpy to bother with mind games and traps.
During his haunt of burned district, he slaughtered dozens, confronted SWAT teams and came out on top, was even caught and sent to an asylum.....from which he escaped (he still wears the orange jumpsuit from his time behind bars).
In the end, the Town of AutumnHills stopped trying. Nothing the officials did worked against the Figure and he DIDN'T seek victims. He merely killed all he saw as intruders in the domain he was ordered to 'protect'.
The doesn't stop dumbass, drunk teens though.
It's actually a new form of initiation/dare. Spend the night in the "Charred Town" and come back alive is the name of the game.
