More commonly known as "Dagoth Vandrith" or "The Scourge of Vvardenfell."
Vandrith is basically the Tribunal Temple's answer to their enemy, the twisted and evil Sixth House Cult. As a descendant of what is essentially the cult's "god" (a mortal who "stumbled" across divine power and went batshit insane), Vandrith is cursed with The Poison Song: a neverending choir in his head that basically tries to dictate his every move. While the Poison Song itself is the reason Vandrith is the last one left, causing the rest of his lineage to go mad and kill one another, it serves a purpose in the eyes of the Temple.
It allows him to find, track, and understand the monsters spawned from the cult, therefore giving them hints as to how to topple the enemy. It's cost him his sanity, but hey. Sacrifices have to be made for the greater good, right?
Besides that, he's a very adept warrior, used as a sort of "homing missile." All you do is make him mad and aim him, and he'll pretty much take out whatever is in front of him. Due to that fact, it's hard to accept the fact that most of his madness is manic; he's typically a perky, outgoing, and "charmingly eccentric" to quote the man who raised him.
Still, he's a liability, and viewed more as a tool than a person. Because of this, he's pretty lonely and creepily clingy to those who show him kindness. He never forgets somebody who did him right, just as he'll also never forget who does him wrong.

GLOWING EYESSSS
He looks pretty angry here, you should show us a "perky" picture sometime. XD ALL I CAN THINK OF WHEN I SEE THE WORD PERKY IS A BLONDE TEENAGE BIMBO. Aside from that, I like the concept, too bad I know nothing about Morrowind. >:
I WILL BE HIS CREEPY FRIEND.
There are a lot of LAST ONEs among your characters, huh? XD AT LEAST TWO.

WELL TECHNICALLY HE IS NOT THE LAST, though that is a... very complicated thing to try to explain. I guess you could say he's the only one who is, uh, "normal" and not trying to kill everyone in the name of HOUSE DAGOTH GLORY BE TO OUR BLOOD.
He's only like that sparingly.
AND GOD YES. I HAVE TO DRAW HIM PERKYFIED.
