It depends on what kind of DEATHGOD she is, if she is just one that helps souls to pass on then she has no use in killing mindless anyone, if she is in fact a reaper of souls even then she has to keep people alive or else she runs out of her purpose. And then there is all this destiny thing, if you kill one person to soon it will effect the world in other ways. Maybe we get a Lichking situation where one is now ruling over the chaosspawns.
your question on "what kind of death god" reminded me of Baal, Dungeon & Dragon's god of death.
his epithet is "the god of murder" and is the protector of Assassins
that should tell everything on how he would feel about a situation like this.

Yeah, was saying that The Tree of Life's death god seemed more like Tsashara, not Bhaal.
And yes, Tsashara is True Neutral. She's only concerned with ensuring that the flow of souls is maintained, and that they go where they are meant to go. Lawful Evil souls to the Great Gaol, Chaotic Evil souls to the Sea of Blood or one of its islands, other chaotic souls to the cloudduckooland of Pandemonium, et cetera.

Thing about D&D's gods is that they don't represent the natural order. Rather they are the living embodiment of different aspects of human nature. And to each of their individual ends they are singleminded in nature. The consequences of their actions, long or short term, do not matter to them so long as they fulfill their domains by any means necessary.
A D&D god of death, rather than embodying the *purpose* of death in nature, instead embodies the *act* of bringing death itself. Thus their sole singleminded goal is to cause as much death as possible with no regard for the consequences, even if its logical conclusion will ultimately result in their own destruction.
They are like the Chaos gods of WH40K in that sense. Except the WH40K gods ave become twisted and corrupted versions of their original values, which used to be moderate and aligned with aspects of the natural balance rather than of mortal ideas taken to the extreme.

Nurgle = life, not just cancer and pestilence;
Tzeench = planning and intelligent design of any kind, not just malicious schemes and ambition.

Okay, Sledar is deeply and emotionally involved in this conflict, and given what has happened and what he has seen, I can understand that the apparent lack of "motivation" of the other gods can be exasperate him. Nevertheless, he risks to lack of hindsight that will lead him to do things that, I am sure he has good heart, will be the first to regret.
In fact, Sledar is also a victim of the war he is fighting, because of his trauma in fighting it.

Being a god/goddess of death sounds an awful lot like being the janitor of the universe, doomed to sweep up/clean up the messes left by everything else. Or mercy, when you think of it. You die, and you stop suffering.
But you can't just go around wiping things out willy nilly, can you? Not really. And I mean, clearly these gods are limited as well, so I imagine the Goddess of Death is limited in what she can do also. I do want to see them though. I'm curious as to what a goddess of death would look like in this world.

Very simple solution my fictional nation has: conscript the masses
If you lack the firepower you drown them with sheer numbers, flood them with walls of pikes and swords and axes with a hail of arrows bolts and bullets on them! let the skys rain with flaming boulders and the sounds be drowned out by the roaring of muskets and cannons!
Sure, a big number of people may die, but if you toss enough at something it will eventually go away!
