This is Princess Aaliyah, the Princess of the fictional Arabic nation of Tigrabah who appeared in the Fangrangers episode "A Royal Mix-Up" (read it here: https://www.deviantart.com/eli-j-br.....r-18-917835178 ).

She and her family came to Oregon from Tigrabah for a royal ball to showcase their prized family heirloom, the Heart of the Desert, in which Verminator wanted to kidnap her and hold her for ransom for. However, Aaliyah escaped because she was tired of living like royalty, and wanted to see what it was like to live as a commoner. Due to some confusion, Claire was nabbed by the family's royal guard, and she took her place as the princess, which resulted in her getting kidnapped by Verminator's forces, and replaced with Draxolotl. The real Aaliyah was found by the other Fangrangers who thought she was Claire, and they brought her back to their base, inadvertently revealing their identities to her. They were able to sneak her back to the ball, and while they fought with Draxolotl, Aaliyah met up with Claire, and she promised to keep their identities a secret. After Draxolotl's defeat, Aaliyah rewarded them with authentic Arabian treasures when she and her family returned to Tigrabah.

As for what she looks like under her veil, Aaliyah simply just looks like Claire. It's pretty much a retelling of "The Prince and The Pauper." :D
