Lore time-
"The Land Dragon (Protodraco Vulgaris) is a distant relative to dragons. They are a widespread minor magical species with an intelligence the equivalent of a human. They live in herds across a wide range of habitats and often migrate great distances.
Often referred to as Landies these beasts have long ago been adapted for use as beasts of burden. The Landie can be a surprisingly common sight in both cities and farm lands alike. Pulling cart and wagon. Bearing riders or cargo. They have become an important part of nearly every empire's economy. Their advantages over horses and other beasts of burden make them a must have for anyone either able to buy or hire one."

Landies have taken many of the jobs done by horses. Farm work, hauling cargo, ferrying passengers, etc. Such work requires harness no matter if the Landie is earning a paycheck or working to cover room and board. Landies are often active creatures who enjoy the physical work. Making such jobs a natural fit.
There can certainly be a difference in harness. Sometimes minor, sometimes major. A lot of that depends on the situation, culture, laws and such. There is always a risk that someone might take advantage of the situation but that could have consequences. If laws are in place to protect free Landies the people trying to force one to work could end up in jail or worse. In my little world I leave plenty of room for all sorts of situations to develop.
