As one of six Dragon Overlords, Cobalt has his own Element of Harmony -- the Element of Kindness & Pride. (The others are Mutuality & Leadership, Trust & Prudence, Loyalty & Acceptance, Affection & Equity, plus Protection & Forgiveness.) Cobalt loves to express his Element in the most powerful way he knows how -- crush and burn down a helpless kingdom and then reverse the damage!
Caught in Cobalt's presence, many can see that their conqueror is warm and friendly. Cobalt sits proud, admiring how this once-great kingdom was nothing but sand and dust for a dragon's toes -- and tinder for a dragon's fire breath. Yet he has great empathy and pity for those who were momentarly terrorized and humiliated. He wants them to know the magic of his friendship, so that they can share in it.
Having an Element that corresponds to Cobalt's, Fluttershy can grow big with him -- just big enough to be his little companion. She asked him, "How ... how is this the magic of friendship, my Overlord ... destroying a helpless kingdom just because you can?" With a warm smile, Cobalt told her, "You'll see soon enough!" In just a few minutes, he finished his conquest. Fluttershy really was scared that he might have wiped out an entire race of innocent creatures -- all with just a few steps and fire breaths. He assured her that the magic of his goodwill keeps everyone safe. He assured her that it would be easy enough to undo the damage.
In the end, what Cobalt loves the most is the power to protect and heal. He loves destruction only when it serves a good purpose. What he wants the most is to conquer people's hearts. Every genocide that he prevents makes for another race of creatures who look up to him.

Oftentimes, he’s a normal size and enjoying himself like a normal creature. Once he uses his friendship magic to undo the destruction, he will be a welcome visitor. In the big picture of things, great kingdoms are playthings to the dragon overlord, easily disposed of — but Cobalt’s special magic comes from enjoying the fellowship of those he encounters and protecting them, not causing permanent destruction.
