With the Thunderbolts movie on the horizon, I thought I'd share an idea I had: a group of TUFF OC villains coming together as a group of semi-heroes in hopes of getting pardoned by the government for their crimes.
In keeping with the anthro animal world they reside in, they're known as the Shelter Squadron, because to animals, being adopted from an animal shelter is pretty much like being released from prison.
The Shelter Squadron is a government-funded organization founded by the governor of California herself in hopes of getting superpowered criminals to turn over a new leaf. They're often tasked with missions that most normal crime-fighting organizations (heck, even TUFF knows when something seems TOO impossible for them to handle) can't seem to handle, and if they're successful in completing their mission, they'll get their prison sentences reduced. The more missions they complete, the better their chances of being pardoned.
The first nine members of the Shelter Squadron are Iron Claws, the feline leader of the Wild Felinae who also serves as the pseudo-leader of the group, Sandy-Claws, the sandy crustacean with powers over sand, Sharp Beak, the bad-tempered parrot with a bite worse than her squawk, Lady Malmsteen, the vampire bat queen of Petsylvania, Gold Bug, the gold-covered beetle, Mademoiselle Couverture, the French Fennec fox with a pretty unhealthy obsession with blankets, Lockjaw, the big bad doggy with a powerful bite force, and Dessa and Dennis Mutt, the twin canine explosive experts.
From the looks of it, they may not get along, but if they're gonna get pardoned, they might as well learn to work together.
