Context wise, this concept art is meant to convey the scene where Brack and company await their meeting with the mysterious "Korbin". While they are en route, they try and gather some information from one of his agents sitting across from them. This image also serves as a useful visual to gauge the passing of time, as it was shown to be late evening when they boarded the aircraft, and now it is shown to be the middle of the night, meaning they have probably been flying for a fairly long distance. (No doubt a precaution by Korbin, making sure their meeting area is isolated enough that it is unlikely that they will be followed or interrupted).
