The Weezing, Captain Nicholas O'Teayne is a Smuggler turned Privateer and Spy. Nick has been the boss of a major smuggling ring; He was considered the top businessman among smugglers in the Blackmarket for many years, but was eventually caught by a sting operation. Rather than completley give up his enterprise he struck a deal with the authorities to do his work on their behalf, leaking information on other Pirates and other criminal clients of his while he still poses as a reliable Black Market Smuggler.
I imagine his Cigars actually double as some kind of mini Cannons but functionally it's more like a blowgun with more explosive force behind it.

The Greninja, Codenamed: Verde Ven la Veen, though some pokemon call him "Dartfrog" If he has a real name it's either secret or doesn't exist anymore. He is a High Class Assassin, probably brought on as an orphan and trained from a young age for the soul purpose of making him a killer for some of the highest of higher ups of society, not your typical hitman who will go after anybody for a price, money isn't a factor to him. Verde is given everything he needs by his Agency, and then they give him his targets. Typically they'll be political assassinations and getting rid of people who have seen too much. While many deaths have been attributed to him nothing has actually been pinned on him.
